Gifting apps

Hi everyone,

I live in Turkey and tried to gift an app to someone outside of Turkey (America) When they try to redeem it, it says it can only be redeemed if they are in Turkey. ie: can't send internationally... but i'm sure i've heard that people have done that before.

So can anyone confirm this rule that I cannot gift anyone an app if they are outside of my country?!

Its something to do with different countries paying different conversion currency rates for the app.
