Why do I need to download a new version and can't I update from GIMP?

Traditionally, software in Mac OS (née X), and linuxii varigata, work this way.

I've transitioned from thinking "What a pain in the arse!" to "Thank you for giving me the option to make a conscious choice."

Just open the .dmg, and drag->replace in Applications (or, just open the .app directly if you want to try it out before fully committing).

Some soft. engineers just don't have the time&€ to be able to package delta updates (or, they operate in full-pipe LAN environments, and just don't have the needed feedback from narrow-pipe interweb users to keep such things in mind).

If you need it, you need it.

Early versions of GIMP were best installed by home users from physical media, as it was quite chunky, and it might take all-night-long to get it via 14.4K boot-tee-doot.

I just d/l AS 3.0.2 . . . 222MB to my desktop in about ~2m

Same here. I'm surprised that no one has created a GIMP configuration profile to make it look and feel more like Pixelmator.

I believe that one can edit the UI .css ;)

GIMP is no more/less complicated than any other

The 3.0.2 interface is a little close-busy, IMO, but more in-line with what I've come to expect from an image manipulator over the years. Runs very well on AAPL Silicon, and seems to have all the features an individual who wants to manipulate raster images would expect to have.

I do notice that it opens about 24x faster than the latest Affinity Photo 2.6.0 (I don't have PS installed to compare, but--if recent memory serves--it would prob. open ~18x slower) ;)

GIMP 3.0.2 occupies ~224MB of Memory on a fresh start, and Affinity Photo 2.6.0 occupies ~698MB on a fresh open. I haven't re-visited Undo/Mem settings for AP, so it may be that I previously elected to set those limits higher).

I started using GIMP at about the 0.60-ish timeline, but got distracted by Windows during the long-dark valley that GIMP 0.99 inhabited...

...then I got distracted by Macs, and lost regular familiarity with teh GIMP

Nothing really stopping you from trying it out, of course!
