i have 2 pics in gimp. i cropped one to how i wanted it and copied it onto the other one. the only thing is that it covers up the pic and i need the pic i copied to be behind the one i pasted it to. how do i do that?
 
the background layer of any image cannot be layered; it always resides at the background level.

remove the image from the background layer (cut and paste both layers into a new window if need be) and then change the layer z-order until you have them layered the way that you want.
