So basically what do you do when see a girl on the street everyday at same time and she doesn't even notice you even if you are like 1 meter away from her?
 
But things are different here in india
And i dont even have the guts to do that
 
Get a friend to try to run her over, but you dash in and pull her out of the way, just in time.

Kind of worked for me, they put us in neighboring hospital beds.

Seconding this. It may sound weird but it really works, especially if you kick her while she's down. She's sure to notice you.

e: Also, before you run away, introduce yourself. Maybe try your luck and ask for her number. Don't be a sissy.

People don't say hi to each other in India?

Get the guts and say hi to her. Talk about stuff and live happily ever after.
 
Feel her out. Say Namaste casually a few times. Later Namaste, aap kaise hai? then slowly build on to other things. You want to build some level of comfort. some desi people are raised to be overly cautious.
