If you feel your device is slow/laggy after an update or reboot - just sit back and relax. Give it time to settle.
Right after the 9.2.1 OTA update, I did a "slide to power of" and restarted my 5s.
When the phone restarted, I ran Traffic Monitor to monitor the CPU & Load Average. This are my observations:
0 - 2 mins after restart:
CPU was pegged at 100%
Load Average > 40.00
2 - 10 mins after restart:
CPU was constantly at > 70%
Load Average between 4.00 - 10.00
10 mins after restart
CPU 10 - 20 %
Load Average < 4.00
Your results may differ on your device depending on what you have running in the background, but this paints a clear picture that ios devices are busy for a while after an update or restart. Just sit back, relax and give it time to settle.
