Hello

I just ordered an iPad Air2 and will be giving my iPad Air to my brother-in-law. There is one year delft on AppleCare plus for this iPad Air. Do I need to transfer ownership with apple? If he has a problem, does he just contact Apple and give the serial number?

No need to do anything. AppleCare follows the device, not the owner. AppleCare coverage is determined by looking up the serial number. It doesn't matter who owns the device or who takes it in for service.
