I never noticed this before - the outlining. - it's around some objects - and some not.

Have I gone crazy? Or is this a glitch?

Restart button has it...

Actually, it's a setting called "Full Keyboard Access". It can be found in System Preferences->Keyboard & Mouse->Keyboard Shortcuts <button>-><look to the bottom - "All Controls">
It's been there since 10.2 - I think. It appears that 10.4.3 has activated the feature for you.

Basically that 'halo' is moveable by your arrow keys, and the button within the halo will be pressed with the space bar. The Blue button is unmovable and that is still activated by the return <enter> key.

You need to go to your keyboard settings and make sure "Text boxes and lists only" is selected.

Right now you have "all controls" selected.

For some reason those have always been on in the Installer application but nowhere else...

Since the Installer doesn't run from inside a fully-installed system, how would you turn Full Keyboard Access on if you needed it? They turn it on by default, in case you need it :)

i love full keyboard access. i am more of a keyboard than mouse user, when it comes to commands, such as cut, etc.

lets say i am quiting textedit. it says do u want to save? the default, by pressing enter, is save. if i have full kb access on, i can keep hitting tab until the outline is around dont save, and hit spacebar to not save (it is actually around dont save by default)

I've had this on my Macs for as long as I can remember, but I can't get the outline to change with the arrows, it changes only with tab, but it doesn't matter as the button that is in full blue is always selected when I press return. So what's the use of it anyways? Do you hit a different key to get the outlined option to take effect?

Hit the spacebar.

Or to really be cool, you can just press Apple - D in that dialog box to get the same result. Go ahead, try it!
