Global imessage?

Does global imessage not work? or am i just having issues. My Mom is in Italy and I am here in the US I tried sending a imessage to her(ipad) and it says delievered under my message but when i talked to her she didn't get it. I asked her to send me a message and she got the red exlamation point. It works fine when she was here in the states.
any ideas?

Is she on wifi or cellular data?

And is she roaming or using an Italian SIM? If it's the latter, are you sending the message to her phone number or to her Apple ID?

I'm wondering if there are some Apple server issues. I got kicked out of the Apple discussion forum, and now I cannot log back in. I cannot even get to the login page. It times out and says internal server error.

Global iMessage works. Not sure what's the problem though.
Try setting up the iMessage settings again?

yes she was on wifi at the time. Although if she wasn't wouldn't she get the message as soon as she connected?

not sure it worked fine before she left.
