Is there any way to get an unlocked 5S without paying full retail for it? Leaving the 29th and I'd like to hopefully get a 5S ready in time before leaving.

You're going to be SoL if you wan't a 5S and leaving in August... it's only going to be announced September 10th!
If you're leaving in September, then your only real option is to pay Apple the full amount. Judging by previous releases, Craigslist, eBay etc are actually more expensive as people are buying the new phone and selling it at a profit straight away.
