He does have a pretty good rating. I'm still a bit skeptical with buying something that can't be testing unless I put more money in it. ie. buy a working copy of Tiger.

This is the problem with any "good deal" if you have no use for it, then it is not a good deal unless you are trying to make profit.

If you look in the description the seller says that the LCD screens have severe pressure marks. I personally wouldn't buy one, not even at that price. The only reason to buy one is if you are on a very strict budget, have a spare copy or license of OS X, and just want one as an internet appliance. Even then, don't expect much due to the proliferation of flash on websites. Dubya should have tackled that too, while still in office.
