Google passing along user info to app devs

According to the dev in the linked article, every time you purchase an app from Google Play the name and email address of the user is being forwarded to the developer.

I'm not a developer of any sort, but does anyone know if Apple does something similar?

I can't comment on if Apple does this. I have a feeling on why google is doing this, but the bigger question is why are they doing this?
