Google Talk App - what happens when logged out?

I have some questions regarding the new iPhone Google Talk app:

1. Can we receive texts while the app is logged out? If so, do they just hang around in the inbox till we restart the app when logging in? If not, does the person that texted me get some sort of notification that their text did not go through?

2. Will text notifications still pop up and push notify if logged out of the app on iPhone? Or only just when you close the app but still logged in?

Are you talking about Google Voice? I don't think there is an official Google Talk app.
