Google Voice on iP3GS w/No Service

I still have my 3GS that I jailbroke yesterday and was wondering if there is a way to use Google Voice with it?

Search GV Mobile in Cydia or Rock

I downloaded GV Mobile from Cydia, just can't get it to work. My question would be similar to someone downloading it to an iPod touch. I don't have voice (phone) service on my 3GS and am trying to find out if you have to have a number or service for GV to even work.

I think GV Mobile does require you to have a working number in order to make phone calls, because it calls your number.
