Do you need to have the DATA plan for GPS to work on the road?

When I turned on my IPAD and went into maps it asked to activate data.

So it would make sense that you do.

But, could I connect to WIFI before leaving and would the device download enough map information for the region I am traveling in (Assuming it is now too far)?
 
If you're using Google Maps then yes, you need data on the fly like 3G. If you want to use turn by turn gps without Internet connectivity you must have an app like tom-tom, igo, or navigon. They come preloaded with maps.
