GPS problem after the upgrade to ios6.1

Hello, I have iphone5 and with the recent upgrade when i open the maps with data services off, the map says "cannot determine location", after a couple of sec trying too, of course i have the location services on, the strange thing is that when i do the same with data on, 3g or LTE the location is determined fine...do you have similar issues, as i see its ios6.4 beta version....
