Grant full permission

I have a mac mini on my network. All others are winxp systems. I have 4 jpg files and 4 rtf files in the public folder on the mini. I can open the rtf files on the winxp machines, but with read only access. I need to be able to save changes. Also, with the jpg files, I can't open them on the window machines. I have searched and every setup I have found, I have tried but nothing is working.
