SVG is a vector graphics format in its own right. If you open an SVG file in a text editor you will see that it has an XML-like structure. If you open an EPS in a text editor you will see postscript code.

SVG is an open standard and programs like Illustrator, Affinity Designer and Sketch can output them. I am sure you can find free EPS to SVG converters as well.
