graphics driver quality in os x

I constantly hear that the quality of the graphics drivers in OS X are worse than they are for Windows. Why is that true? Also, is this something that will be corrected in the future (or will the situation at least improve)?

10.6.4 introduced some slowdowns for certain games using Steam but i'm sure Apple is hard at work to make sure 10.6.5 rectifies that.

The quality is the same as windows however the speed in 10.6.4 is bad.

It's not just gaming performance though. There's a noticeable lag in GUI animations as well with the Intel. Things are much smoother (though not what I would say buttery smooth) with the Nvidia. With expose, the genie effect, even scrolling sometimes, I can see the choppiness quite clearly.
