Graphics issue when web browsing.

Recently when using Safari (I cant remember if it happens on other browsers) it looks like not everything loads. The text is all messed up or missing. This has just happened when coming to macrumors so it reminded me to ask. Here is a screenshot of the cookie warning that comes up.

Is this a serious issue. Im using a 2013 MacBook Pro.
