I currently have a Blackbook 2.2 Ghz with GMA3100 graphics. I use it for general office use, converting large pdf files, Google Earth viewing, etc., but no gaming. I see the 'beachball' frequently and plan on buying a new Mini when they are refreshed, or perhaps a 13" Macbook Pro.

Will integrated HD3000 graphics plus the faster processor be a big improvement over what I have now? Would the faster graphics card in a 15" Macbook Pro make much difference for my purposes?

I am no fan of the HD3000 graphics, but it is definitely faster than what you have and should be more than fine for your usage.

If you only use it for office use, I highly recommend an Air or Macbook Pro with SSD if you can afford it. That will give you the biggest speed increase for what you do.
