Gray icon tray? How to change scheme?

My home screen icon tray is gray. But in screen shots I'm seeing people have theirs transparent.

I can't seem to find the settings to change the theme in the display settings.

Which iPhone you got? The blurring that occurs in the dock only works for either iPhone 4s and newer or iPhone 5 and newer (I forget which).

The background color of the dock changes automatically to "match" the color of the pic your using as a background.

I've got a wallpaper with blue at the bottom. My dock is now blue.

EDIT: Nevermind, it's more like a frosted glass panel over the wallpaper.
