Just trying to figure out - are options for greater than 60hz specific to macOS version / GPU, or do they appear once you plug in a higher refresh monitor.

I'm looking at a 27" 4K Cintiq, it's 120hz and requires Catalina, so... is that likely to work with an rx580?
 
macOS itself support higher than 60Hz refresh rate. I haven't really use Catalina, but tested that when it was the current macOS.

RX580 can also do higher than 60Hz. I did that on my cMP.

However, from others reports, it seems really base on the monitor more than anything else. Some monitor can only do 60Hz in macOS, but higher in Windows. So, it's hard to tell if your target monitor can really do that in macOS natively. But even if macOS only give you 60Hz option, most likely you can still use SwitchResX to setup a 4K @120Hz display profile.
