So I've had the 4th gen apple tv since it was released and I started noticing these green dots that show up, it's noticeable when something black or dark is on the display. I just upgraded to the new Apple TV today and noticed they are still there, I've tried two different HDMI cables as well. Has anyone see this before? Also I didn't plan Clarkson's face being the way it is

the only thing I see is moire-ing, both from the pattern on his shirt, and taking a pic of a screen.
 
You have to zoom in on the pic but I found the issue. It seems to be digital noise, my tv is from 2012 so idk if that makes it worse. But it has a “digital noise filter” setting I’ve never used, I turned it on auto and it removed all the artifacts and didn’t seem to touch the quality.
