When I drag a file or an image from the internet to my desktop or any other folder, the green plus button (next to the cursor) no longer shows, BUT moves the file anyways.

I don't know what I did. Is there a setting that changes this behavior?

That's the proper behavior...when dragging things from a browser window onto your Desktop or other folder, no "plus sign" is displayed.

Typically when dragging things on your computer, a lack of a plus sign means that you are moving the item, while a plus sign means that you are copying it. Technically I suppose you are copying the image when you track something from your browser window, which would mean that you should see the plus sign, but because it only exists as part of a cache when it's in your browser window, the OS considers it more of a file creation than a file copy, so it doesn't display the plus sign.
