I've been trying to figure this out myself. It's a huge flaw that Apple has yet to figure out.
 
This is a well known bug that hasn't been fixed for the last 2 years. It happens when you restore from a backup, part of the camera roll doesn't show up. Another way this bug can be reproduced is when you enable iCloud Photo Library. Hopefully you have a backup, because all those pics are gone now.

Seriously iCloud is so unreliable, it's not even funny anymore.
Apple just sucks at cloud services.

I have about 35 GB available on my iPhone. I use dropbox also so I have the photos saved there. Was going to delete the ones greyed on my iPhone but am not completely sure which ones they are.
 
I'm the very opposite of an iOS-hater, but I really did get so tired of issues with iCloud photo library, that I switched to using Google Photos, and I couldn't be happier. It really was the case that Apple had me by default and lost me due to a poor product.
