Group Messaging with AT&T/iPhone 5

I have a group message with me and 11 others and I think all have Verizon but 1-2 people in the group. Every time I get a new message it starts a new group and most of their responses just go to their own group, so it looks like they're talking to themselves. I can't keep up with this and it's very annoying. It seems like AT&T can't handle more than 10 people in a group message.

Anyone else have this problem or know why it's happening? Any way to fix it?

Yes, I have group messaging turned on.

Yes, I have requested we download a messaging app but no one will.

I have a 5s on AT&T and it does something similar, I think it is something with iOS7 and not AT&T.

This was happening to me before iOS 7, and I think happened on my 4S but can't remember. I think it's an AT&T issue.
