I have iPhone 7plus and I sent a group text to 15 people and 5 of the people never received it, but these same 5 people always receive my individual texts
 
Does everyone in the group have an iPhone and use iMessage? If not you're limited to 10 people using MMS or SMS
The ones that aren't getting the text all have i phones and they always get my single texts so they must have i message

It doesn't matter. If anyone in the group text doesn't have an iphone the entire group text is limited to 10 people. The only way to have more than 10 people in a group text is if everyone involved has an iPhone and is using iMessage

Yes. As I said your limited to 10 people, not really sure if iMessage randomly chooses the 10 contacts you listed or the first 10 on the list. If everyone has an iPhone and everyone uses iMessage the number allowed in a group text is unlimited, but only under those conditions... Are the message bubbles on the group text green?
