Guest account disabled (greyed out)

I installed an iMac using an image but the guest account setting was greyed out, to make it worse the original image had the guest account enabled, but this one was disabled and greyed out. Filevault was not enabled. Any ideas on how to fix it? I am running Mavericks

Edit: I think I found the fix. Clients OS X are newer than Server OS X.
