guest accounts with no programs?

is there a way to create a sub account in which only certain programs will be usable in that account but the master account can have all the programs?

also if you create a sub account and delete a program will it delete off the master account?

Parental Controls can achieve what you're looking for. You can just use the Guest account or create an account of your own, if you want files to be saved.
