Guest Network not working in new AE

I just purchased a brand new Airport Express. The 2.4Ghz network works great. The Guest Network is enabled but when I connect to it I get a self-assigned IP Address (169.x.x.x). I have already did a hard reset. Any suggestions to get it working would be great.

I tried connecting a AppleTv, MacBook Pro and iPhone to the Guest Network.
