Um...no.
That 23 days is how many days left in your billing cycle before your monthly data limit resets. The dialog box just says the user has 2.04GB remaining for the month before he goes over limit. Nothing wrong with that, it's helpful information.
My Droid Bionic has a Verizon widget that tells me the same thing. It has nothing to do with download speed.
Additionally, what does this have to do with iPads? You fail all around.
