I have a 20Gb HDD from my broken ipod 3G. I also have a CF card reader that I have butchered up so i can interface it with my PC or Mac. But the thing is neither of them will recogzie the disc. Is there any software i can use to format the disc, or access it?

You should try Power Quest Partition Magic. It helped me access discs that windows wouldn't. But if the HD is physicaly damaged, it won't help. Does it make any noise while trying to read?
 
originally when it was in my ipod, it made a whirring sound 20 seconds after iPod boot up, and then flashed the dreaded "disk error" message. I the ipod apart in a vague effort to get the disk working again.
 
if the hard drive's busted, taking it out of the ipod won't fix it.
by the way, partition magic is now made by symantec.

Sounds like a dead disc. You should try the other way around. Get a new disc for you iPod.
And yes, as from version 8 Partition Magic is taken over by symantec.
