iPhone Hand off between High Sierra and iOS 13.1.3

Is there an issue with hand off working between an older Mac OS and the newest iOS? Im not seeing my iCloud tabs on my phone from my laptop which is running High Sierra.

This is a new feature of iOS 13. Tabs and history are now end-to-end encrypted, so Apple can't access any data. As a result, iOS 13 devices will only sync this with Catalina.
