Hand Off Disable Bug?

I’ve disabled Hand Off between my iPad and iPhone however I’m still seeing the hand off page that my iPad is on through my iPhone browser. Did I miss some other setting? I’ve restarted both devices and I’ve cleared out browser history

Found my problem, I deleted Safari on my iCloud list and Hand Off no longer appears
