Hand off? whattt?

sometimes I ask siri basic questions on my apple watch and it does or answers. today I asked the same question and it's saying handoff to iphone? I'm fed up with this handoff crap, can some explain it to me please?

I know what you mean. Siri will handoff even the simplest of questions. Might as well pull out my phone in the first place. Also, no voice for Siri on the watch is a bummer. Even my $299.00 Samsung Gear S voice had sound.
