Handbrake: Quality affected by processor/gpu?

I've been searching around and can't find the answer to this question:

Is Handbrake quality affected by processor and/or gpu quality? Like will 2.4ghz encode better video than 2.0? or discrete gpu provides better video than integrated?

I need a new mac and I'm leaning towards a low end 24" imac (2.66 w/ 9400m integrated) but might choose differently if it doesn't rip as well as a better spec'd comp. (Settings: Apple Universal, 62% Constant Quality)

The rips will be slower/faster depending on the CPU speed but since it's running the same algorithm in all cases the quality will be the exact same (assuming you use identical settings).

Speed will depend on the CPU/GPU. Quality does not.
