Handoff cellular call on watch to iPhone?

When my watch and iPhone are connected, it's easy to handoff calls between them. However, when I'm away from home (without my iPhone) and receive a cellular call on my watch, I'm not given the option of handing the call back to my iPhone once the two devices are reconnected. Does anyone else have this problem?

I also had the same question but could not find an answer. How do you handoff calls when they are together and connected?
