Handoff keeps popping up at the dock

I dont know what happened but all of a sudden my OSX's dock keeps showing an icon for handoff. It comes and go randomly and I don't know how to stop it. It's mostly safari and I'm not using any other devices.

If I click it, it just opens up a blank page in safari.

How do I fix this?
