is there anyway i can grab the .ipa file on a jb iphone, and ssh it to my gf's jb iphone? and install that way since its no longer avail?

I don't know about your question but I just checked on the App Store now and it's still available
 
so i grabbed the .ipa file from itunes...and put on my gf mac...ssh'd it onto her iphone...works great.
 
I wonder if AT&T will start to care with all these people start tethering now.

You assume that this is only for people in north america. You assume wrong, as it is available in the UK store.

I was able to get the app via Installous on the iPad. Can I now put it on the iPhone 4 somehow since a jailbreak is not available for the iPhone 4?

The app made it all the way to #4 on the top selling list in the app store. If that many people are getting free tethering, I wouldn't be surprised to see Apple pull out their Kill Switch on this one since I'm sure the carriers will be giving them pressure.

AT&T shouldn't be charging for tethering in the first place. It's not like you get extra data with the tethering plan. It's still 2GB, no matter if you're sharing the data with your PC/MAC or not. To charge you just for the privilege of being able to tether is simply gouging, in my opinion.
 
So with the official .ipa it can be installed? How does this work?

Actually the one the OP has above is not cracked so it wont sync to anyones phone unless you're logged into his itunes account.
We need to get a cracked IPA version of this app and I think I found one:)
Then you can sync it to a JB device. It will never sync to a stock one.
