Ok, I'm not an avid "filmmaker" and I don't know much about what I'm doing in this case. A friend of mine has asked that I try to help him film some sports videos. This requires a sort of cable cam effect and, considering the $0 budget, I thought I'd put one together myself. I have seen youtube videos of people doing this and hanging the camera onto the apparatus upside down only by it's screw mount. Is this safe? How strong is that mount? Can I trust it to bear the weight of the camera?

The body yes. But depending on the lense no.
 
Depending on your end goal you can actually invert an entire tripod in some kind of fixed system or you might be able to just use the tripod shoe to mount the camera to something else in an upside down position. Let us know how it works out for you.
