Hard Drive Health?

is hard drive health something that can be messure with a tool?

I have been having some issues lately that may or may not be related to the hard drive

I have recently formatted the drive and put a clean instal of ML

getting more beachballs that usual

verify permisssions shows many errors, which I obviously repaired using disk utility

and most recently last night my MBP would not boot, I tried repair disk and repair premissions from the recovery menu and that did not fixe my issue, but a re-install OSX did fix my boot issue

Disk Util will give you the SMART status of a HDD, and there are apps that will give you more detailed SMART info such as error rates and that sort of thing that would be an indicator of a troubled drive.

I have not used such apps, so don't have one to recommend. I see there are some like this one in the App Store that seems to have good reviews.

You might think about pro-actively swapping out the drive just in case.
