I'm running OS 10.13 (High Sierra) on my MacBook Pro and just had my system reset. When I click on the HD icon on my desktop, I get folders labeled "Applications," "Library," "System" and "Users." My files seem to have disappeared. How do I get access to my files?

Which files? The local Documents? If so, click on Users-->your Username

If you have iCloud Drive enabled and do not have a ton of storage free space on the SSD, it is possible some of your files may have been moved to iCloud drive, and, if so, you would find them in the iCloud Drive folder.

Or are you referring to icons that correspond to other external drives?

I'm afraid not. What seems to have happened is when my computer was reset, my hard drive was wiped out, except for the folders listed above. I don't know if there is any way to retrieve my files.
