My battery percentage meter would drop to 96-98 percent after unplugging. I let the battery drain to below 20% and then did a hard reset. It was back at 100% the next time, but now again below 100%. Is there something else to do? Do I need to fully drain the battery (and how do I do that quickly?)

I would suggest fully draining the battery until your phone shuts off automatically. To do it quickly is to play probably the Infinity Blade II as it eats a lot of battery.
 
Turn on all your optional settings like Bluetooth and Wifi even if they're not being used, and turn on maximum brightness and disable the auto-lock. There are a few good ways to drain your battery:

You can turn on a movie or TV show and let it run. You can get free shows on iTunes if you don't have any on your device.

You can use a GPS-app like Telenav to burn the battery quickly.

Basically you want to do a discharge like this every month to keep the battery in good shape and the meter accurate. That's right out of the Apple iPhone user guide.
