Harddisk never seems to spin down

I replaced my MacBook's Hard drive with a Seagate Momentus 100gb 7200 RPM drive and now this drive doesn't seem to want to sleep when not in use. Even if all i am doing is Web browsing, the drive is alsways spinning.

In energy savings i have got it set to put hard drive to sleep when possible.

Anyone got any ideas?
