Has anyone been able to get a Apple Bumper since the iPhone 4 cash settlement?

I remembered about the iPhone 4 cash settlement and went to the website. I decided that I would rather have a Apple Bumper to fix my signal issue(Verizon iPhone 4 that always says "Searching..." and drops calls even with a case) and all my other cases are ripped up. I saw that you needed to contact AppleCare for the free bumper. Has anyone been able to get a free bumper successfully AFTER THE 2010 CASE PROGRAM? I don't think I'll be able be able to actually be able to talk to someone working in AppleCare because I am out of warranty as of June 3rd and my last replacement was over 90 days ago.
