I have a first generation iPod touch running 2.2 and noticed this awhile ago.
1) Take your finger and slide half way to go to a different home screen.
2) Keep it there and then take your other finger and touch one of the apps in the dock and it should stick
 
It will happen even if you just touch a icon in the dock. No need to slide a screen.

I think that the OP is referring to when you slide from one app screen to another, it usually continues to go by itself.

However, if you slide it halfway, then touch an icon in the dock, the screen no longer slides to the next one. It just gets stuck there.

I believe what you are referring to is that if you touch any icon, and hold it there for while, you will get the little x's and the icons will be wobbling allowing you to move them.

I laways wondered ho I managed to do this accidentally. I guess now I know.
