I'm thinking this is new for iOS 7.1.1.has anyone else seen this or know what it's doing exactly?

Perhaps you visited a liberal newspaper site, or one of the porn hubs and Safari feels dirty...
 
Is your device low on storage? I have a vague recollection that apps' caches are cleared like this when your free storage is running low.

Yeah I had about 100 mb. Now it's 500 mb. Wow that's awesome. What did it get rid of I clear cookies and data all the time.

Found this on iPhoneFAQ:

"...deleting unneeded app files stored in the Caches and tmp directories. This helps free up space and reduces the amount of data that will be synced when the app is synced. Although apps can't be used or modified while they are cleaning, the process should only take a few moments. After the app is cleaned the icon will return to normal."
 
I saw that with the Facebook app during the beta process with iOS 7.

It feels like a really high tech feature but it's just automating data clearing.
