I know it would require a sim>microsim adapter, but a review I read :

Said that you can put your iPad sim into this device and use it like a charm.

From reports online - it seems it used to work in 2010. I know that AT&T started sending text messages to iphone users that were creating hotspots with jailbroken apps but is there any reason to think they have closed this functionality on the ipad unlimited sims?

Most Likely. I know they were looking for people "sharing" a sim between a phone and a tablet without buy a second data plan for the tablet. I would expect iPad -> MiFi would set off the same flags.

yes but those were all cases of phone sims being tracked. I wonder if they had a good reason to leave people that were willing to spend the extra cash on an ipad sim alone?
