iPhone 11 Pro Has Apple lifted the limit for device iCloud account creation?

Back in the days I remember being able to create 3 iCloud Apple IDs on a single Apple device. Usually you would get the message this device is no longer eligible for creating an iCloud account. Does anyone know if they lifted the limit?
