I recently received a message from my internet provider that Ive now consumed 75% of my allotted 250GB download. I found this very odd. Looking into my daily usage, it seems my usage went from 1.2GB to 9-10GB since I installed IOS 13. Last night before bedtime, I checked my usage and it was .8Gb. This morning it was 9GB For yesterday!
Tonight I'm turning off iCloud backup and automatic updates. I was wondering if others have noticed this? So far I've only used .9Gb.

Update #1. Nov 20, 8A.M.
For the first time in weeks my download for the day was back to the norm of 1.3Gb.
As some more info to the complete story; my iPad is part of the IOS dev program so it was updated prior to the general release. My wife's is not. I had turned off iCloud backup on hers. Automatic updates were already off. My iMac is also part of the dev program. Automatic updates were already off and I turned iCloud backup off as well. I had noticed my iMac downloaded some sort of update, most likely Xcode as it was pending, but it was not installed. There was a settings banner asking to restart for the update to be applied. This probably accounts for the 500Mb difference between 9P.M. And 8A.M.

Next Step:
This must be done methodically. I'll start by putting my wife's iPad to the way it was and see what happens tonight and tomorrow at the same times. I'll keep you posted.

Update #2, Nov 20 8P.M.
I had turned on iCloud backup on my wife's iPad Pro this morning and did an immediate backup now, noticing only 150Mb change in the hour. Tonight I leave it at .93Gb For today's total so far.

Update #3, Nov 21 8:05 A.M.
Download went from .93 Gb to 3.03Gb! That is an increase of 2Gb! For what?

Next Step:
Repeat the test with iCload backup turned off on my wifes iPad.

Update #4, Nov 21 10:05 P.M.
Download is at 3.27GB for the day, let's see tomorrow with things off again

Note: Nov 22, 9:13 P.M.
I have discovered that Bells usage does not roll over until 8:00 A.M. thus the usage for Nov 21 not going to zero quite the way I expected. leaving the conditions the same and it's currently 1.888GB, we will see what happens overnight.

Nov 28. Final update of testing
I may continue this another time for the reasons I will tell you. My download has dropped to around 1 GB for the last 6 days with icloud backup turned off. I have still have done backups, though manually on all the devices, without encountering massive download charges over night. Trying to track the issue with the way Bells usage page is inconsistant on an hourly basis.
The fact that for weeks my download was over 10GB with icloud automatic backups turned on with change to IOS 13 and now it is back to around 1GB with it turned off, is clearly an issue With IOS 13.
The one time we did turn iCloud automatic backup turned on for just my wife's iPad, which has just the official release of IOS 13; The download went to 4 GB is also a good point of proof.
My next attempt would have to be getting one of my Raspberry Pi's with WireShark running to more accurately track the traffic overnight. As you can see, there is a lot of effort involved and with my temporary solution; I will leave this for another day.
I"ll leave you this one question. Why is the Download increased so significantly, when a backup process is an upload event, so what is being downloaded nightly then? 🤨
